Montclair borders Clifton, where our office is, so a Montclair job is a short drive for our crew and for Omar himself. We are building a new home in Montclair right now for a repeat client, and we built his previous home in South Orange.
The township covers about 6 square miles and counted 15,911 homes in the 2010 Census. It was formed in 1868 from part of Bloomfield and is made up of distinct neighborhoods, among them Upper Montclair, the South End, Frog Hollow and the Church Street and Watchung Plaza areas. A house in one can be a very different job from a house in another, which is why we walk the property before we price anything.
Check the historic rules before you draw
Montclair has four local historic districts: Town Center, Upper Montclair, Pine Street and Watchung Plaza. It also has 64 individually designated landmarks. If your house is a landmark or sits in one of those districts, exterior work needs a Certificate of Appropriateness from the Historic Preservation Commission before the work starts.
The township lists what triggers it: a change to the exterior elevation, an addition, an alteration, a replacement, demolition, or a new building on the lot. Interior work does not need one, and neither do exact, like-for-like repairs such as identical replacement windows and doors, or painting. The Commission holds its public hearings once a month, on the fourth Thursday.
For an addition or a rebuild, we find out first whether your address is covered, so the design goes to the Commission once and not twice. The Certificate of Appropriateness is separate from the building permit; you need both.

Permits and approvals in Montclair
The township’s Building Office handles construction permits and asks applicants to call first for instructions on their specific project. Zoning works separately: the township has its own Zoning Permit form, and a plan that does not fit the zoning rules for the lot goes to the Zoning Board of Adjustment as a variance application.
One practical point for owners who plan to sell: the township says open permits and violations on a property must be closed before a sale closes. A project done with proper permits and a final inspection avoids that problem later.

Omar is honest, sincere and kind. He's very helpful and encourages discussion, and he's warm and friendly. The experience was one of a kind. I would choose him again for another project, and I have referred him to about a dozen people since I've used him. Is he perfect? No...but no one is. He is generous and demonstrates true dedication to you as the owner and to the project, and while many issues and problems and concerns can come up during the project, he is attentive and is able to modify things on the turn of a dime. Omar had numerous occasion to cheat me during the project, with subcontractors offering him kickbacks, and he didn't take any of them. He passed all of the savings onto me, and I confirmed these behind-the-scenes improprieties on the part of the subcontractors twice, and I couldn't believe it!! That people I was paying to help me build my house were trying to cheat me, or that they were trying to work in cahoots with Omar!! It was surprising, although maybe I was naive. But Omar is more honest than I even gave him credit for, and for that, I have kept in contact with him even after all these years, helping him gain customers and clients because he's not only my contractor but he's also become my friend.
